RACINE — A 20-year-old Racine man accused of crashing his car into the back of a city recycling truck, pinning and causing ultimately fatal injuries to city employee Mark Gates was reportedly driving as many as 30 miles over the speed limit just before the crash occurred. Benjamin Bell was charged Thursday in Racine County Circuit Court with two felonies in connection with the incident: homicide by negligent operation of a vehicle and first-degree recklessly endangering safety. If convicted he could face up to 12½ years in prison.
