Kenosha, WI (WLIP)–The third party report on a controversial arrest in a Kenosha restaurant is expected soon.
Kenosha Police Chief Patrick Patton told WLIP’s Happenings Q and A that he opted for an outside agency to review the arrest of Jermelle English Jr in July after a partial video of the encounter in which English ended up on the ground in handcuffs went viral.
English and Shanya Boyd were in the Kenosha Applebee’s when Kenosha Police officers were investigating a hit and run crash with a suspect who matched English’s description.
The suspect was later found hiding in the restaurant’s bathroom. Patton says that if the report shows that changes need to be made he will follow through and make them
English and Boyd were both charged with resisting an officer and disorderly conduct for allegedly not cooperating with the investigation.
